Position Description

Job Title: Economic Strengthening Program Director
Department: Office of Global Operations

Reports To: Country Director
Location: Tanzania

This position is contingent on CHF being awarded the contract

Position Summary:

CHF International seeks an experienced Program Director to supervise a proposed program to sustainably strengthen economic interventions and services for HIV affected populations in Tanzania.

Managing a staff of dedicated professionals, the Program Director will lead efforts to identify and design appropriate interventions to increase the capacity of international and local partners to implement activities promoting economic opportunities for vulnerable populations.

Position Responsibilities:
• Oversee program management and implementation.
• Ensure the timely, successful, and cost effective completion of program deliverables.
• Ensure the program complements existing efforts by liaising with international NGOs, local NGOs, federal government ministries, and other donor and international organizations with related activities.
• Mentor local staff to increase their capacity to run and implement programs.
• Provide technical and strategic guidance to local partners.
• Serve as program liaison to CHF headquarters, local NGOs, other implementing partners, implementing units, and international donors.
• Provide financial management oversight, budget analysis, and budget recommendations to CHF headquarters.
• Assist in program development and proposal preparation.
• Hire and manage local staff, as program requires.
• Ensure a successful working relationship with local partners and local authorities.
• Prepare required progress reports to CHF headquarters, funding organizations and program partners, as required.
• Maintain the integrity of the overall mission, as well as CHF's mission and goals.
• Uphold and enforce CHF policies and procedures.

Qualifications:
• Minimum 8-12 years experience, with at least 3 years direct international experience, designing and implementing sustainable economic strengthening/livelihoods programming in developing countries. Experience with USAID-funded programs preferred.
• Demonstrated knowledge of and experience with pro-poor market-based approaches to economic development, which improve access to finance, services and markets.
• Private sector development or public/private partnership experience is advantageous.
• Previous experience in the following areas is highly preferred:
1. Experience with PLWHA and OVCs or other vulnerable populations
2. Agricultural production and marketing, particularly among smallholder farmers
3. Cooperative enterprise strengthening
4. Experience in Tanzania and/or East Africa.
• Proven capacity to effectively manage a diverse team.
• Advanced interpersonal communication skills, relationship building and organizational skills.
• Ability to travel to and work in challenging environments.
Education and/or Experience:
• Advanced degree in business, economics, international development or a related field required.
Language Skills:
• Excellent written and verbal communication skills.
• Fluency in English required. Abilities in Swahili preferred.
• Able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
